The content of your web pages needs to have your keyword phrase within it enough to obviously be about it, but not overdone to the point that it looks spammy to the search engines. Make sure to have your keyword phrase look natural within your pages content. You can also vary your main keyword phrase a bit to avoid looking spammy. You can also join a service like Article Underground and post to blogs that allow you to place links to your site in them.
